added useInitTime to the BASS syntax.
   * useInitTime = false: sets the origin time to 0.0 regardless of the time stamp in the .init file
   * default=> useInitTime = true;

added the staticProps directory to the build list
for both configure  and configure.in


fixed a number of bugs in the staticProps code. gofr is now working.
